Despite 2000s slow-motion finale, the home video category showed little sign of lost luster, thanks to a new format and the resilience of the entertainment industry. Old and new formats–VHS and DVD–vied for precious shelf space in drug chains. By the end of the year, VHS remained the dominant format, but as CVS spokesman Michael DiAngelis recently noted, the increasing affordability of the hardware has helped increase household penetration for DVD. More drug chain customers are buying DVDs, as was evident in a study by New York City-based research firm Alexander Associates, which tracks VHS and DVD products. Its latest study of store-data (excluding on-line and catalog sales) showed that in 2000 the drug channels DVD unit volume grew from 1.1 percent of all retail units sold in 1999 to 2.4 percent of units sold. Meanwhile, VHS unit sales in the drug channel declined slightly from 1.8 percent in 1999 to 1.7 percent of retail units sold in 2000, according to Greg Durkin, research director for Alexander Associates. As noted in a previous issue of Drug Store News, the five top VHS sellers for 2000 were mainly family titles, headed by bestseller Tarzan (Buena Vista), followed by Star Wars: Episode 1 (Fox), Toy Story 2 (Buena Vista), Stuart Little (Columbia TriStar), and Little Mermaid IV: Return to the Sea (Buena Vista), according to Video Business magazine.

NEW YORK — Anyone whos self-employed knows what a headache it is finding affordable health care coverage for themselves and their workers. Medical savings accounts, or MSAs, were established earlier this year through the federal Health Reform Act of 1996 as sort of an experimental remedy to help control costs. The accounts combine a high-deductible insurance policy with a tax-sheltered savings account that can be used to pay out-of-pocket medical expenses, like routine doctor visits or prescriptions. Over the next four years, up to 750,000 eligible taxpayers — those who run their own business and employees of companies with fewer than 50 employees — may set them up on a first-come, first- serve basis. Response so far has been tempered, despite the programs limited nature and the high praise from both financial and medical practitioners. Only a select group of banks and insurance carriers offer them right now. “Its slower than we would like,” said Dr. William T. Terry, managing partner for American Health Value Medical Savings Account in Boise, Idaho. The company has set up around 2,000 accounts nationwide since January in conjunction with First Federal Savings of Nampa, Idaho. Its goal is to have 100,000. But Terry and others think business will pick up soon as more financial institutions enter the fold and as individuals become more familiar with the concept and numerous perks. “Its a gangbusters plan for anyone who cant count on Medicare or other features of traditional medical planning,” said Robert K. Heady, publisher of Bank Rate Monitor, which is tracking these accounts. “Its a very good idea.” The most appealing part is the tax benefit. Annual MSA contributions are tax-deductible, earn interest tax- deferred and withdrawals tax-free so long as theyre used for medical expenses. Its a little like an individual retirement account — only better. In fact, some financial experts contend MSAs could supplement regular retirement accounts, like IRAs and 401(k) plans. Neither Congress nor the president intended it to be this way, but MSA holders dont even have to use money from the account for their uncovered medical bills. They can keep it there until they retire, and once they turn 65 withdraw the funds for any purpose without being hit with the 15 percent penalty tax the federal government imposes. (Of course, not everyone can afford to do this, unless they never get sick or have other funds to drawn on.) Eclipse MediSave America, an MSA servicing company, calculates that a family making a $3,375 annual MSA contribution (the maximum allowed under federal guidelines), and earning 8 percent interest a year could accumulate $1.4 million in the account over 45 years. Even if they withdraw $1,000 a year, they still would accumulate $991,000, it says. Most MSAs offer rates of return of 4 percent to 5 percent right now, which is still better than the average passbook savings account rate of 2.3 percent and money market account rate of 2.6 percent. American Health Value has 4.5 percent savings rate after a one- time setup fee of $19.25, plus a $2.50 monthly maintenance fee. Another key player, Golden Rule Insurance in Lawrenceville, Ill., affiliated with Northern Trust in Chicago, pays out 5 percent, has a $10 setup fee and $3 monthly maintenance fee. A few accounts offer or plan to offer more aggressive investment opportunities through stocks, bonds and mutual funds, which could yield higher returns. For instance, Mellon Network Services, a division of Mellon Bank in Pittsburgh, says MSA customers eventually can transfer some of their MSA funds into a Dreyfus brokerage account. Financial experts advise individuals to shop around before setting up an account, scrutinizing details of the savings-account portion of the MSA just as they would any other investment or savings plan. Everything else is pretty standard: The deductible on the health insurance policy must be at least $1,500 and no more than $2,250 for individuals and at least $3,000 and no more than $4,500 for families. The maximum annual contribution an individual or his or her employer can make is 65 percent of the deductible. A family has a 75 percent limit.

Awakened from their slumber, real estate investments are flourishing in a low interest rate, low inflation climate Ive written several articles recommending REITs (Real Estate Investment Trusts) over the past two years, and have decided to write some general thoughts on where real estate securities may be headed. At the time, REITs were yielding as high as 14%, which made no sense in relation to the yields on other conservative income vehicles. REITs have returned about 60% overall in the past two years.
Real Estate Investment Trusts (REITs) are essentially closed-end real estate funds. They invest in commercial, office and/or residential properties. REITs typically generate high income (10%-to-15%) and some provide even higher returns. Because of their high yields, REITs are currently very popular. Lately, some REITs have been yielding over 20%. Here are some examples of REITs: CAP, Cominar, HR, RESREIT Retirement Residence, and Rio Can. These REITs trade on the Toronto Stock Exchange. STOCKTON — County supervisors on Tuesday approved cutting drug rehabilitation programs despite emotional pleas from a standing- room only crowd that the programs save lives and curtail violence. On a 3-2 vote Tuesday with Supervisors Dario Marenco and Steve Gutierrez voting no, supervisors decided that the financial burden to the county was too great. In fact, Cohen said that if the county continued running the programs, which are not state mandated, it could lose another $2.35 million by October.
The Supreme Court agreed to hear arguments on whether rehabilitated substance abusers have protections under the Americans with Disabilities Act. The case tests policies that restrict the employment of substance users who have completed rehabilitation programs. The 9th Circuit Court of Appeals found the policies to be in violation of ADA.

Three owners of nearby businesses had appealed a city Planning Commission decision to approve the Pulte Homes project, dubbed Arcadia Park, saying it would create a “domino effect” and push their businesses out of Oakland. “This project is about revitalizing long-forgotten areas,” said Councilmember Larry Reid, whose Elmhurst-East Oakland district includes the project, which is not expected to be complete until 2007.

There is no greater competition between investment practitioners than that between those who favour growth shares and those who engage in so-called “value” investing. The former say that the key to making money consistently is buying shares that are experiencing rapid growth in earnings. The latter say that a much better approach is to look for those that are selling at such a low price - relative to earnings, asset value or cash flow - that the only way they can go is up. Graham was a classical scholar who liked nothing better than reading the small print in balance sheets. He was the first man to turn stock market research into a reputable activity, and in a series of books and monographs laid down a series of guidelines for value-based investing which are still required reading for serious students. His book, Security Analysis, remains the standard textbook for professional analysts and fund managers. Growth stock investors, by contrast, pay homage to a different pantheon of heroes. Perhaps the first to establish a lasting reputation for his methods was another American, T Rowe Price. His name still adorns a number of mutual funds in the United States. In more recent times, and in this country, Jim Slater is one well-known investor who has popularised his own version of growth stock theory.

Last month I wrote about the Lawyers-Helping-Lawyers Committee as a resource for an impaired lawyer. I wrote about courage and compassion to oneself and to fellow attorneys to admit impairment and to seek recovery. Today I want to discuss the equally troubling and less pollyannaish facts of life — many impaired lawyers refuse assistance. When you have mustered the courage to confront a fellow attorney about an impairment, you have done so assuredly because you have become convinced that your friends impairment is destroying his life. You already know that that person must get help — voluntarily or involuntarily. You know that to allow them to continue impaired leads only to death and destruction. Death in a physical sense for the impaired lawyer through alcoholism, drug abuse or suicidal despair. Death for innocent people who die, for example, in auto accidents when your impaired friend gets behind the wheel. Destruction for the impaired lawyers family and loved ones who cannot continue living sane and dignified lives with the impaired person. Destruction for the impaired lawyers clients who do not receive the competent, diligent representation they deserve. As a matter of morality, you should act to save your friend and (indirectly) those around him — family, innocent people, clients. As a matter of self-protection, you must act because failure to act can lead to professional discipline. The Bar is a self-regulating profession. If you have knowledge of a lawyer or a judge impaired in their fitness for professional duties, Rules of Professional Conduct (RPC) Rule 8.3 mandates that you “shall inform the appropriate professional authority.” Failure to report when appropriate is itself a disciplinary violation. If you are a partner or a supervising lawyer, you are accountable under RPC Rule 5.1 for anothers ethical violations if you have failed to adopt the reasonable measures in your firm that assure compliance with ethical conduct. In addition, Rule 5.1 also imposes personal ethical responsibility upon you if you know of an impairment and fail to take reasonable remedial actions that can avoid or mitigate the consequences of anothers (the impaired lawyer) professional misconduct. As these violations of Rule 5.1 are your personal ethical obligations, you may also have malpractice liability for your failure to act to prevent harm, even though you have tried to insulate yourself by becoming a limited liability company or a limited liability partnership. Who is the appropriate professional authority to whom you must report an impaired lawyer? As I have already intimated, if the impaired lawyer is willing voluntarily to seek recovery and has not committed an ethics violation, the appropriate professional authority is the Lawyers- Helping-Lawyers Committee. You may refer the impaired lawyer willing to seek recovery to the L-H-L for the committees guidance, counseling and monitoring. As to the recalcitrant impaired lawyer, the appropriate professional authority is the general counsel of the Bar Association. The general counsel may invoke Rule 10 (suspension for personal incapacity to practice law) of the Rules Governing Disciplinary Proceedings (RGDP). Under Rule 10, the general counsel may initiate a proceeding to suspend the incapacitated lawyers license. If suspended, the Supreme Court will not return the lawyers license until the lawyer can prove, through reinstatement proceedings, that he once again has the personal capacity to practice law. Rule 10 means to protect clients and the public from an impaired lawyer. Rule 10 is not geared toward disciplining (punishing) a lawyer for an ethics violation. Consequently, Rule 10 is a confidential proceeding on a separate, non-public docket under the direct supervision of the chief justice. By contrast, if the impaired lawyer has already caused a harm to a client that violates the Rules of Professional Conduct, the appropriate professional authority is again the general counsel of the Oklahoma Bar Association. But now the general counsel invokes the usual disciplinary procedures in RGDP Rule 6. These disciplinary procedures are open to the public once the court clerk of the Supreme Court files the formal complaint and the respondent lawyers answer. When the general counsel becomes involved through either Rule 10 or Rule 6 in proceedings relating to an impaired attorney, the general counsel also invokes RGDP Rule 12 (winding up business of lawyer who is deceased, incapacitated or missing not pending disciplinary proceedings). Science for Lawyers
Lawyers, it seems, have discovered public relations, and it delights them to no end. When they write a press release, they dont have to prove anything they say. When their press release lands on an editors desk, the editor sees a hot little local story. Railroads, as a rule, dont comment on cases under litigation, so the story goes totally unchallenged even if the editor takes the time to ask for comment. Even if the railroad did try to comment, how can you keep on top of situations over tens of thousands of miles and respond promptly enough to meet an editors deadline? Taint easy, and the lawyers know it. An old dodge among lawyers is to harp constantly about irrelevant points to make a witness look bad. For example, a friend witnessed a crime. On the witness stand, the defendants lawyer pelted her with questions about exactly how many feet she was away from the road, the sidewalk, the nearest stop light and on and on. When she didnt have the distance down to feet and inches, he bellowed that she didnt even know where she was that day, so why should a jury believe her? By focusing on totally irrelevant or only slightly relevant points, the lawyer distracts from the real issues. And if lawyers can get away with that in a courtroom, just think how far theyre willing to stretch in a press release.
Last month I wrote about the Lawyers-Helping-Lawyers Committee as a resource for an impaired lawyer. I wrote about courage and compassion to oneself and to fellow attorneys to admit impairment and to seek recovery. Today I want to discuss the equally troubling and less pollyannaish facts of life — many impaired lawyers refuse assistance. When you have mustered the courage to confront a fellow attorney about an impairment, you have done so assuredly because you have become convinced that your friends impairment is destroying his life. You already know that that person must get help — voluntarily or involuntarily. You know that to allow them to continue impaired leads only to death and destruction. Death in a physical sense for the impaired lawyer through alcoholism, drug abuse or suicidal despair. Death for innocent people who die, for example, in auto accidents when your impaired friend gets behind the wheel. Destruction for the impaired lawyers family and loved ones who cannot continue living sane and dignified lives with the impaired person. Destruction for the impaired lawyers clients who do not receive the competent, diligent representation they deserve. As a matter of morality, you should act to save your friend and (indirectly) those around him — family, innocent people, clients. As a matter of self-protection, you must act because failure to act can lead to professional discipline. The Bar is a self-regulating profession. If you have knowledge of a lawyer or a judge impaired in their fitness for professional duties, Rules of Professional Conduct (RPC) Rule 8.3 mandates that you “shall inform the appropriate professional authority.” Failure to report when appropriate is itself a disciplinary violation. If you are a partner or a supervising lawyer, you are accountable under RPC Rule 5.1 for anothers ethical violations if you have failed to adopt the reasonable measures in your firm that assure compliance with ethical conduct. In addition, Rule 5.1 also imposes personal ethical responsibility upon you if you know of an impairment and fail to take reasonable remedial actions that can avoid or mitigate the consequences of anothers (the impaired lawyer) professional misconduct. As these violations of Rule 5.1 are your personal ethical obligations, you may also have malpractice liability for your failure to act to prevent harm, even though you have tried to insulate yourself by becoming a limited liability company or a limited liability partnership. Who is the appropriate professional authority to whom you must report an impaired lawyer? As I have already intimated, if the impaired lawyer is willing voluntarily to seek recovery and has not committed an ethics violation, the appropriate professional authority is the Lawyers- Helping-Lawyers Committee. You may refer the impaired lawyer willing to seek recovery to the L-H-L for the committees guidance, counseling and monitoring. As to the recalcitrant impaired lawyer, the appropriate professional authority is the general counsel of the Bar Association. The general counsel may invoke Rule 10 (suspension for personal incapacity to practice law) of the Rules Governing Disciplinary Proceedings (RGDP). Under Rule 10, the general counsel may initiate a proceeding to suspend the incapacitated lawyers license. If suspended, the Supreme Court will not return the lawyers license until the lawyer can prove, through reinstatement proceedings, that he once again has the personal capacity to practice law. Rule 10 means to protect clients and the public from an impaired lawyer. Rule 10 is not geared toward disciplining (punishing) a lawyer for an ethics violation. Consequently, Rule 10 is a confidential proceeding on a separate, non-public docket under the direct supervision of the chief justice. By contrast, if the impaired lawyer has already caused a harm to a client that violates the Rules of Professional Conduct, the appropriate professional authority is again the general counsel of the Oklahoma Bar Association. But now the general counsel invokes the usual disciplinary procedures in RGDP Rule 6. These disciplinary procedures are open to the public once the court clerk of the Supreme Court files the formal complaint and the respondent lawyers answer. When the general counsel becomes involved through either Rule 10 or Rule 6 in proceedings relating to an impaired attorney, the general counsel also invokes RGDP Rule 12 (winding up business of lawyer who is deceased, incapacitated or missing not pending disciplinary proceedings). Fannie Mae and Freddie Mac are increasing the loan limit for a single-family loan to more than $400,000, but industry observers say its not enough for the house-starved Bay Area, where the median cost of a house exceeds $700,000. The conforming loan limit for a single-family home mortgage in the Bay Area — where the median price for a home was $719,660 in October — will be $417,000 in 2006. Thats up 16 percent from this years $359,650 limit. The Office of Federal Housing Enterprise Oversight sets the conforming loan limit. The office is the primary regulator of Fannie Mae and Freddie Mac, which buy loans from lenders, then repackage them as mortgage-backed securities. Such loans typically have interest rates one-quarter to one-half a percentage point lower than jumbo loans. Jumbo loans are written by lenders when the mortgage amount for a home exceeds the conforming loan limit.
The percentage of home loans going to ethnic minorities is increasing slowly, according to a recent report that analyzes Home Mortgage Disclosure Act data by race and income. The national Association of Community Organizations for Reform Now found that although blacks and Hispanics are turned down for home mortgages more often than whites, the number of loans being granted to ethnic minorities and low- and moderate-income communities is increasing. He wants to help more minorities learn what they need to know to buy homes, and Villanueva recently hosted a free seminar at a neighborhood school where several minorities live. Only a few people showed up, but Villanueva hopes his visibility in minority communities will persuade more to attend future sessions.

Where Creativity and Capital Meet Using Untapped Collateral and Nontraditional Payment Terms Three significant requirements are needed for a client to utilize monetization financing: 1) an assignment of/or an absolute and unconditional promise to pay from an investment-grade obligor or an acceptable substitute financial instrument backing the transaction, 2) a predictable cash flow, and 3) a date-certain payment. An investment-grade obligor for this program is typically rated by SP and Moodys with an acceptable rating. There are exceptions and substitutes, however, for these rating criteria. If a company is not rated, there are alternate procedures to qualify said obligor. An obligor is typically a customer or other third party who has contractually agreed to make payments to the client or guarantee payments for the client within a term of 1-30 years. In one sense, monetization financing can be viewed as a longer-term variation of factoring without the high cost and other major differences associated with factoring.
As your new president, I face a challenging task when it comes to speaking to you about school finance. Let me give you my dilemma. It is the end of the school year as I write this piece and I am reflecting on the uncertain state of school finances in coming months and what these financial challenges mean for us as school system leaders. You will share my frustration that as many as half the nations students may be directly shortchanged of the education they deserve, with the remainder not immune to the impact of belt tightening. As bad as that news is, last year at this time NCSL found 36 states with budget gaps. On the other hand, NCLB and IDEA could be funded retroactively, which would help make up for last years budget shortfalls that resulted from unfunded or underfunded mandates. If you are a school leader in one of the rare districts whose state legislature decided this summer to support quality education with adequate funding for all your schools, the future must look bright, so you can skip the remainder of this column. If youre not in that sunny camp, please continue and let me share my thoughts.

Fishing is one of the branches that contribute very little to the total economic activity in Slovenia. In 2006 the value added in the fishing sector totalled EUR 4.3 m, which corresponds to 0.02% of the economys total value added. According to the labour force survey, the industry employed 245 persons. Another 208 workers were employed in processing fish products. Both figures together represent a 0.05% share of all employed persons. The activity is most prominent in the Obalno-kraska region. The decline was the result of a smaller marine catch and farming. The marine catch and farming amounted to 1,126 tonnes (9.8% less than a year ago). Within that, 933 tonnes of animals were caught (down 8.6% from 2005), while 193 tonnes were farmed (down 15.0%). The total quantity of fish obtained from the sea declined; the quantity of molluscs dropped even more. The latter increased rapidly in previous years and accounted for 23.4% of all aquatic animals caught or farmed in the sea in 2005, but its share contracted to 20.0% in 2006. The quantity of aquatic animals bred in fresh waters totalled 1,174 tonnes (up 4.8% from 2005). This equalled 51% of total catch and farming of aquatic animals (47% in 2005, 9% in 1990). This share has been increasing with the expansion of freshwater breeding and, more importantly, the decline in the sea catch. Slovenia has many high-quality fresh water sources, and therefore ample possibilities for further expansion of fish farming The total quantity of aquatic animals has also been declining in the EU-25 on average. In 2005 EU countries caught and farmed 15% fewer aquatic animals than in 2000, while the decrease in Slovenia was 9%. Cyprus and Denmark recorded the largest drops (94% and 40%). Decreases were also registered in the neighbouring Austria and Italy (by 15% and 8%). On the other hand, some countries posted relatively high gains, e.g. Lithuania (75%), Germany (22%) and Hungary (6%). Croatia also enjoyed a high increase (by 75%; see graph).

Wednesday was a black day for V-TOL and even blacker for the management of The Place, obliged to announce 20 minutes into In the Privacy of My Own, that the accompanying film had broken and the show could not continue. Drinks on the house and ticket refunds will have trashed the theatres finances, and didnt much relieve our frustration at seeing less than half the show. Wed seen enough to know that Mark Murphys vision of choreography, film, sound and light - a Gesamtkunstwerk in modern dance - is an exciting advance that fully justifies its technical complexity, dodgy celluloid or no. To begin, we see three bodies, naked and coiled in sleep. A lilting voice intones poetic psychobabble above them: we are going to find out what makes these people tick. Later, leather-jacketed and dressed for the street, the bodies spring to life, whirling and skidding through Murphys furious dervish-dancing, lapels and long hair flailing, arms propelling bodies almost dangerously out of control. But controlling wildly diverse elements is what this choreographer does so well. Suddenly, with a slap, a gauze screen descends and a film shows our three characters in three domestic settings. The soundtrack lurches into Elvis Presleys “Suspicious Minds” and we see that each is in the throes of leaving a lover, or being left. While the gauze shows the mundane reality (a girl clearing shelves of books; a couple squabbling over who keeps the cat), behind it the live performers dance out their alternating numbness, rage, confusion, exhilaration. Some of the filmed sequences are too long, but the layering of images works beautifully, creating an intriguing whole that is more than the sum of its parts.

The enduring love affair with the aviators best friend As the war clouds of WW I loomed on the horizon, aviators did not have special flight clothing and typically flew with whatever uniform was prescribed as the uniform of the day. Throughout the worlds air forces, this widespread practice dates back to the origins of flight when Orville and Wilbur Wright flew their Flyer in their suits; WW I aviators flew in their service dress jackets with “choker”-style collars. It was no wonder that silk scarves were introduced to protect necks from chafing. The common day suit of the time sufficed for the early flights of limited duration, speed and altitude. As speeds increased and aircraft pushed ever higher for longer flights, aviating became progressively more inhospitable owing to wind blast and the cold temperatures at altitude. Aviators turned to the only available sources of robust protective clothing: sports equipment suppliers and “outfitters,” whose tailors had produced specialized clothing for years for use by expeditions venturing into the Arctic cold and the high altitudes of unconquered summits. One of these firms, Willis and Geiger, is credited with developing the G-1 design for the Navy. It is still in existence. Auto racing, which had a slight lead on aviation, and the fledgling game of football, had encouraged sports suppliers into the development of protective helmets that aviators adapted for their use. Aviators still had to improvise until aviation became widely accepted. At that time, leather-the universal choice for protective clothing for auto and motorcycle racing-was ideal for aviation use, as it provided a barner against the cold air and provided an outer shell so the inner garments could retain body heat.

Out for views, up for light: those are the directions this tall, four-sided bay takes to gain garden views. Since the shallow pitch of the existing roof would have cramped the high, open greenhouse look the Starrs wanted, designer Linda Thornton of Carmel, California, gave the bay an octagonal roof of its own. It rises almost 3 feet above the existing roof, radiating from a central point above the eave line. Half of it notches into the old roof; the other half extends beyond to top the four glass walls. Only three support posts obstruct garden views through the glass panes. Outside, a planter wraps around the base of the bay, softening the expanse of concrete patio.

Daimler-Benz yesterday decided not to let its German rivals leave it in the dust in super-luxury cars, approving plans to go ahead with production of a limousine to compete with Rolls-Royce. As Volkswagen and BMW reached a settlement on taking over Rolls brands, Daimlers management board gave the go-ahead for production of the Maybach, which it has previewed at auto shows for the past year. “With the positive decision for the production of the Mercedes- Benz Maybach, we are underscoring once more our claim to represent the absolute top in every market segment,” said Daimler chief executive Mr Jurgen Schrempp.

Exposure to lead-based paint is the leading cause of high-dose lead exposure among children in the United States. However, previous reports have documented childhood lead poisoning related to the use of traditional ethnic remedies [1-4], and such exposures may not be considered routinely. This article describes a case report of lead poisoning resulting from use of a traditional ethnic remedy and summarizes the identification of this problem as a result of lead poisoning surveillance in California from December 1991 through December 1992. In March 1992, a 2-year-old boy of Mexican origin was tested for lead poisoning as part of a routine well-child examination in Los Angeles. His blood lead level (BLL) was 83 MICROG/dL, a level classified by CDC as a medical emergency. The child had no apparent clinical manifestations, and his mother was unaware of obvious sources of lead exposure, including traditional ethnic remedies. However, when the term greta (a traditional Mexican remedy employed as a laxative) was used in the interview, the mother acknowledged giving the boy this remedy regularly since he was 8 months of age.
Male-pattern baldness usually starts with receding hair at the temples, often combined with a balding spot at the back of the head and slowly spreads, ultimately leaving just a horse-shoe-shaped fringe. The hair shedding is speeded up by: advancing age, an inherited tendency to hair loss and an overabundance of the male hormone dihydrotestosterone within the hair follicle. Balding men possess above-average amounts of dihydrotestosterone in the balding scalp follicles. Some of the anti-balding remedies aim to alter the hormonal balance in the hair follicle in an attempt to shut down or reduce hair loss. When Health News last discussed baldness cures in December 1994, we mentioned a University of Toronto study that was about to begin on the efficacy of finasteride or Proscar, a drug used for benign prostate hyperplasia (enlargement), with a possible role in decreasing prostate cancer risks. The results of that study have now shown this substance to be an effective baldness remedy for some people. It inhibits the 5-alpha reductase (enzyme) that transforms testosterone into the dihydrotestosterone (DHT) form responsible for triggering the gene that causes hair loss. Blocking the production of DHT seems to stimulate growth of stronger, thicker and more pigmented hair. In a previous multicentre study reported in 1995, 200 males aged 18 to 35 with distinct baldness had a one-inch circle of scalp shaved and periodically examined for hair growth. The study found that men taking 5 mg per day of oral finasteride had significantly increased hair growth. The majority of men in this study had moderately increased hair growth. Candidates considered suitable for finasteride treatment were men who had already fathered all the children they wished to, as its use for baldness might be lifelong and it could harm any fetus conceived. Further studies showed that far lower amounts of the drug are equally effective in stopping hair loss.
