ABSTRACT Policy makers are often faced with limited resources and continuing demand for public services, and must make difficult decisions about how to allocate the public funds entrusted to them. To assess the economic value of ecosystems, such as beaches, a recreation demand function is estimated using the individual travel cost method (ITCM) for tourist areas in Northwest Florida. Visitor behavior patterns, broken down by the purpose of trip, such as business, vacation, and visits to friends and relatives (VFR), are examined. Survey data provided determinants of length of stay in the recreation area. The empirical results demonstrate the elasticities of income and prices of recreation products. Consumer surplus is also estimated to measure the changes in welfare according to the changes in value of resources. Policy makers in beach communities are faced with limited resources and continuing demand for public services, and must make difficult decisions about how to allocate the public funds entrusted to them. Those in charge of protecting and managing vital beach resources must justify their decisions in terms of benefits to the natural environment and demonstrate fiscal accountability if they wish to maintain public support. Often they are asked to justify their decisions in terms of the economic value that is generated for the community (Font, 2000). One of the primary economic benefits that these communities enjoy is spending related to beach tourism. Beach related tourist activity in the Northwest Florida area has long been a major source of employment for local residents, sales for local companies, and tax revenues for local government. Tourisms contribution to economic activity in the area is therefore an important consideration in community planning. Economic analyses that provide tangible estimates of these economic interdependencies and a better understanding of the role and importance of tourism in a regions economy are valuable to policy makers. The purpose of this paper is to estimate a recreation demand function to estimate the economic value of ecosystems, such as beaches, using the individual travel cost method (ITCM) for tourist areas in Northwest Florida. Once the demand curve has been defined and estimated, one can also estimate the average consumer surplus, or economic benefits, for the recreational amenities of the beach. It is often mistakenly assumed that market price is the same as economic value. Actually, the market price represents the minimum amount that someone buying a good is willing to pay for it. People purchase marketed goods only if their willingness to pay is equal to or greater than the price of the good. Many people are actually willing to pay more than the market price for a good, reflecting an economic value greater than the market price. For policy makers to make resource allocation decisions based on economic values, what they need to know is the net economic benefit of a good or service. For individuals, incremental net benefits beyond the price paid are called consumer surplus, and are measured as the difference between the price actually paid for a good, and the maximum amount that an individual is willing to pay for it.

The Marquee Group provides integrated event management, television production, marketing, talent representation and consulting services in the sports, news and entertainment industries. Recommended Breastfeeding Practices 1. Human milk is the preferred feeding for all infants, including premature and sick newborns, with rare exceptions.[75-77] The ultimate decision on feeding of the infant is the mothers. Pediatricians should provide parents with complete, current information on the benefits and methods of breastfeeding to ensure that the feeding decision is a fully informed one. When direct breastfeeding is not possible, expressed human milk, fortified when necessary for the premature infant, should be provided.[78,79] Before advising against breastfeeding or recommending premature weaning, the practitioner should weigh thoughtfully the benefits of breastfeeding against the risks of not receiving human milk. 2. Breastfeeding should begin as soon as possible after birth, usually within the first hour.[80-82] Except under special circumstances, the newborn infant should remain with the mother throughout the recovery period.[80,83,84] Procedures that may interfere with breastfeeding or traumatize the infant should be avoided or minimized. 3. Newborns should be nursed whenever they show signs of hunger, such as increased alertness or activity, mouthing, or rooting.[85] Crying is a late indicator of hunger.[86] Newborns should be nursed approximately 8 to 12 times every 24 hours until satiety, usually 10 to 15 minutes on each breast.[87,88] In the early weeks after birth, nondemanding babies should be aroused to feed if 4 hours have elapsed since the last nursing.[89,90] Appropriate initiation of breastfeeding is facilitated by continuous rooming-in.[91] Formal evaluation of breastfeeding performance should be undertaken by trained observers and fully documented in the record during the first 24 to 48 hours after delivery and again at the early follow-up visit, which should occur 48 to 72 hours after discharge. Maternal recording of the time of each breastfeeding and its duration, as well as voidings and stoolings during the early days of breastfeeding in the hospital and at home, greatly facilitates the evaluation process. 4. No supplements (water, glucose water, formula, and so forth) should be given to breastfeeding newborns unless a medical indication exists.[92-95] With sound breastfeeding knowledge and practices, supplements rarely are needed. Supplements and pacifiers should be avoided whenever possible and, if used at all, only after breastfeeding is well established.[93-98]

Issues surrounding what role the discipline of Anaesthesia should play in the education of medical students occur world-wide. The details differ around the world, but the themes are often remarkably similar. In general, there is little exposure of medical students to anaesthesia and what the content of that exposure should be is unclear. With limited time in most curricula, deciding what to teach medical students in anaesthesia becomes crucial. The evolution of anaesthesia into anaesthesiology, critical care and pain medicine suggests that medical students should get a brief exposure to all these aspects. Actual operating room anaesthesia should be only one component, perhaps of less immediate importance to medical students than pain management and resuscitation. An overview of preoperative assessment, selection of anaesthesia techniques, monitoring and postoperative care could be a valuable addition to a medical students training, but may be overly ambitious or need to be severely condensed for the time generally available. How to coordinate the teaching? Specialist anaesthesia training in many countries is supervised by colleges and boards separate from the universities which train medical students. Universities frequently have very modest or sometimes no significant academic anaesthesia department. This creates a problem with delivering anaesthesia training to medical students. In many countries, including India, medical schools have associated clinical anaesthesia teaching departments. These departments may not be highly influential in the medical curriculum but do provide a potential opportunity for promotion and delivery of medical student anaesthesia training. Clinical anaesthesia departments should not be passive in this important responsibility. The future of the specialty may ultimately be greatly influenced by how committed clinical departments are to this potential teaching role. Finally, the role of anaesthesia as a medical specialty is being reviewed in a number of countries, even where non-medical anaesthesia service delivery is not currently used. The virtual absence of anaesthesia from the medical curriculum can have a profound influence on how the specialty is perceived. Medical students are strongly influenced by the role models of the physicians and surgeons who dominate their training. The perception of anaesthesia as a bona fide specialty will be reinforced not only by high quality specialist training programs, but also by a strong presence in undergraduate training. It behoves the specialty around the world to maximize the opportunities for undergraduates to be stimulated by the interest and breadth of our area of practice. Clinical departments may have to be both proactive in suggesting such training time is important to those who create medical student curricula, and creative in how the content of such training can be integrated with modern undergraduate medical training.

If a picture is worth a thousand words, then imagine the value of a picture that saves millions of dollars by visually reconstructing an accident and helping to defend a claim. Although accident reconstruction and demonstrative evidence have a reputation for being expensive, they can certainly prove useful in cases such as a serious injury where the threat of a lawsuit can linger for years after the accident. At a recent session of the Southeastern Regional Education Conference, Jim Williams, an attorney with Roberts Stevens Cogburn in Asheville, N.C., pointed out the value of a plan that immediately deals with accidents and helps assemble data. “The risk manager is one of the first to know about a serious accident after it happens and should get to the product or accident as quickly as possible,” said Mr. Williams. For starters, assembling information and taking photographs can be very useful in cases where a lawsuit could be brought after two or three years. At that point, there is no going back to examine the evidence. Charles Manning, Jr., president of Accident Reconstruction Analysis Inc. (ARAI), concurred. ARAI takes the initial evidence and uses it to reconstruct what actually happened at the scene of an accident. They use metallurgical testing, failure analysis and technical investigation of machinery to produce their results. “It is possible to get accurate measurements, velocity, final resting places of vehicles and victims,” he said. ARAI reconstructs accidents such as the case of a sailboat that hit power lines and caused the electrocution of its passengers. By reconstructing the situation with the same tide and wind conditions and the same type of boat, Mr. Mannings company was able to show that an experienced sailor would have been able to get the craft out of trouble. By videotaping the reconstructed incident from a variety of angles, Mr. Manning preserved evidence that could be of extreme importance to the power company in the event of future lawsuits. Auto accidents, products liability and elevator malfunctioning are other examples of cases that lend themselves to this type of analysis. As Mr, Manning points out, “Risk managers must go out and get the evidence, but it is not necessary to do the expensive computer work in the beginning. Just get the evidence, do a little hand calculation and be prepared for a future problem.” Complementing the discussion, Thomas A. Jenkins, of Ledford Legal Communications, presented the value of computer animation for courtroom presentation. Noting that “statistics have shown only 5 percent of the population understands simple scientific evidence,” Mr. Jenkins said it is vital to help people such as jurors understand difficult concepts. The animation can be used to support expert witness testimony and explain complex technical matter in cases such as medical malpractice, environmental disaster, destroyed evidence and accident reconstruction. When one considers that, on average, people retain only 32 percent of what they see after 72 hours, it is clear how computer animation in combination with accident reconstruction and accurate initial evidence can greatly aid risk managers in defending a claim - even years after the accident.

INTRODUCTION Packaging is an ideal application for digital printing because of the amount of variable information involved. Traditionally, packaging materials have been printed with offset, gravure, or flexography (1), but in this study the printing has been conducted with a digital printing technique, i.e., dry-toner electrophotography. In digital printing the information can be flexibly changed and easily updated. Digital printing allows customization and personalization for selected target groups. Compared with the traditional printing techniques, the volumes are quite small; digital printing is mainly suitable for short runs of highly personalized packages. The obvious benefit of digital printing is the low waste amount and print-on-demand. The status of digital printing in the packaging sector is still rather moderate, but the future looks bright, and estimates show that the use of this method will increase more than that of the traditional printing techniques (2). The quality of digital printing will also approach that of the traditional techniques. The extrusion coatings used in packaging applications include polyolefins (polyethylene, PE; polypropylene, PP), copolymers (e.g., ethylene methyl acrylate, E/MA), adhesives (e.g., acid copolymers), barrier polymers (e.g., polyamide, PA), and other polymers (e.g., polyethylene terephthalate, PET) (3). Based on a pilot trial that included a polymer from each of these groups, three polymers were chosen for more detailed examination: low-density polyethylene (PE-LD), ethylene methyl acrylate (E/MA), and polyethylene terephthalate (PET). PE-LD is the highest-volume polymer used in the extrusion coating industry. It is easy to process, it provides an adequate moisture barrier, and it has excellent chemical resistance and heat-sealing properties. In addition to these advantages is the low cost (3, 4). The only problem with PE-LD observed during the pilot trial is the low digital print quality. E/MA is a copolymer of ethylene and methyl acrylate containing typically 5%-20% methyl acrylate. E/MA adheres well to various substrates, and its heat-sealing properties are better than those of PE-LD (3). E/MA had the best print quality of all the polymers used in the pilot trial. PET films outstanding properties as a food-packaging material are its excellent chemical resistance and stability over a wide range of temperatures (-60[degrees]C to 220[degrees]C) (3, 4). PET also had good printability properties. With extrusion coatings, a common problem is the inadequate adhesion between a polymer coating and the printing ink. The most common methods to improve adhesion properties of polymer coatings are different surface treatments. These include flame, corona, and ozone treatments (3). The corona-discharge treatment is widely used to increase the wettability and the adhesion properties of extrusion coated boards (5, 6). With corona treatment, the surface energy of the printing material is increased by subjecting it to a high-voltage electrical charge. The surface molecules, previously arranged at random, are brought into a common pattern by this electrical charge. During corona treatment, three phenomena occur: (a) a chemical effect, (b) a physical effect (micropitting), and (c) an electrostatic effect (electret effect) (7-10). The chemical effect includes surface oxidation and formation of low-molecular-weight compounds. The corona-treatment effect is based on bombarding the surface of a polymer with electrons. When these come into contact with the polymer surface, they have so much energy that they break the molecular bonds between carbon-hydrogen or carbon-carbon, and, in consequence, very reactive free radicals form on the surface. At the same time, ozone and oxygen radicals form that react with the radicals on the surface. As a result, chemical functional groups form on the substrate surface. Polar functional groups that can form and enhance bondability include carbonyl (C=O), carboxyl (COOH), hydroperoxide (-OOH), hydroxyl (-OH), and amide (-CONH[.sub.2]) groups. Even a small amount of these reactive functional groups incorporated into polymers can be highly beneficial to improving surface characteristics and wettability (3, 7, 9, 11-15). Some polymers already contain these reactive groups in their basic structure, for example, the methyl acrylate groups of E/MA are highly polar (see Fig. 1) (3). In contrast, polyolefins, like PE-LD, need corona treatment to form these groups into their structure. With polyolefins, the treatment polarizes the long-chain polymer molecules into shorter-chain fragments and oxidizes the ends of these smaller sections, creating mainly ether and hydroxyl groups (16).

Each specialist works within a comprehensive service delivery model which complies with legal mandates for educational service for individuals with disabilities. In addition, services may be supplemented through the collaborative model with a variety of team members (such as teachers, language speech specialists, psychologists, parents, occupational therapists and physical therapists, medical personnel, and others) to provide an integrated and consistent program for individuals with disabilities. The physical education curriculum includes, but is not limited to, basic locomotor patterns and skills, object control skills, rhythms and dance, aquatics, physical and motor fitness, and games. The unique and specific needs of individuals with disabilities may require accommodations and adaptive techniques or strategies to provide effective instruction in developmentally appropriate skills, functional skills, and age appropriate skills within the least restrictive environment. Instruction in Adapted Physical Education provides the foundation for learning and performing psychomotor skills, so that individuals with disabilities can more fully, safely, and with satisfaction participate in movement programs, recreation, sport, and physical fitness activities. The Adapted Physical Education Specialist teaches in all domains of learning with an emphasis on the psychomotor area. Laser deposition welding is said to be the answer to the wearing of expensive tools or design changes just before production starts. The TruLaser Station 5004 laser workstation with integrated TruPulse 156 solid-state laser for deposition laser welding with wire (made by Trumpf, Laser GmbH; Ditzingen, Germany) was shown for the first time at the recent EuroMold 2007 show in Frankfurt, Germany. For deposition laser welding with powder, the company offers the TruLaser Station 5010 with the new DepositionLine technology package. It reportedly can be converted to manual wire buildup welding with little effort. Deposition laser welding, also called Laser Metal Deposition (LMD), is a generative laser process in which metal is built up in layers on existing tools and components. This laser-based welding procedure offers a lower-cost way to make small modifications or design changes to the end produrt and for correcting processing faults. Volume buildup can be used to com-. pensate for failures, achieve specified nominal dimensions, and make old components useable again. The material characteristics and load capacity of the original component are retained, and the durability of the repaired form is comparable to that of a newly made mold insert. One new aspect of the TruLaser Station 5004 is that all linear motions are performed by the laser beam while the workpiece remains stationary. This change makes it possible to weld with great precision with long travel distances and high workpiece weight. The system has a footprint of less than 1.5 m^sup 2^. Lasers with outputs up to 150W and vacuum extraction are integrated. The system has an integrated microscope, and laser parameters can be displayed in the users field of vision in the microscope. The control system, which simultaneously addresses three linear axes and an optional rotational axis, allows three processing types: manual welding and setup, guided welding with supplementary wire, and automatic NC welding without additional material. New TruPulse lasers can be moved using conventional machine rollers. All machines up to 150 W average laser power are available with a water/air or a water/water heat exchanger. The removeable operator panel allows simple handling of the new laser control system, and is said to allow the welder to change laser parameters literally with a single motion of the hand or a finger.
